Mark Edmands is an executive railroad management professional with over 20 years of experience in rail transportation, construction and program management. Mr. Edmands was named President of Queen City in 2009 and is responsible for executive oversight to the nationwide operations, management teams, market development, overall compliance and performance for Queen City. For more than two decades, Mr. Edmands’ exemplary leadership skills have played a pivotal role in the success of many major transit, freight, industrial, Military, Federal and State transportation initiatives throughout the nation. Queen City has earned numerous industry awards and recognition under Mr. Edmands’ leadership for the company’s commitment to safety and quality of work.

T.J. Presley is a railroad professional with over two decades of experience in new track construction and railroad rehabilitation. He started his career in an entry level position as a track labor and worked his way up to machine operator, foreman, superintendent and now his current position as Project Manager. As Project Manager Mr. Presley oversees projects from the bidding process to final completion, ensuring projects are met on schedule, on budget and most importantly completed safely.

She provides organizational operational solutions for rail construction projects, leads the day-to-day safety, and oversees quality and field crew personnel. Terry Healey is a senior railroad management professional with more 30 years of rail industry experience. For more than three decades, Mr. Healey has focused his career specializing in quality control, quality assurance and safety methods and management. Mr. Healey provides oversight and management to the established systems and processes to ensure that work products meet project and contractual requirements. Mr. Healey is a member of the National Safety Council, the National Railroad Construction and Maintenance Association and the American Society of Safety Engineers.

Laura Yoakum is a railroad administration professional with more than 25 years of rail industry experience. Ms. Yoakum provides organizational coordination and office management for the operations, procedures and resources needed to facilitate organizational compliance, effectiveness and efficiency. Ms. Yoakum specializes in operational management, industry regulatory compliance and business development marketing. She works with internal teams, clients and other disciplines to ensure that client and compliance standards are managed throughout the life of the project.

Jerry Kiser is a senior railroad professional with 27 years of experience specializing in railroad equipment management. Mr. Kiser oversees the management, inspection, service, maintenance and procurement of assets for an extensive nationwide fleet of state-of-the-art railroad and heavy equipment. Mr. Kiser trains and manages a team of field technicians that perform service-related activities on project sites to keep equipment and crews operating efficiently. Mr. Kiser’s mechanical and technical management efforts ensure that equipment and company assets are readily available to respond to project needs.
